First of all, you need a vps outside China for set Shadowsocks server or you can buy the service from many Shadowsocks service provider.
Then, you need the choose the shadowsocks client. I suggest Shadowsocks (GUI) for Windows ( currently 2.0.5 ) or Shadowsocks go # (currently 1.1.3 ). Both of them are smart and stable.
You also should setup the shadowsocks for your explorer, as firefox or chrome, while IE is not commended.
